QR Codes for Digital Marketers

Offline scans, online attribution

With UTM parameters, a QR code turns a flyer, billboard, or package into a tracked campaign touchpoint you can attribute, A/B test, and use for text or email opt-ins.

Text opt-in codes still need TCPA written consent, even after the FCC removed its one-to-one consent rule in July 2025.

How Marketers Use QR Codes Across a Campaign

Each code does one job, and the job decides what the landing page needs.

Every print run gets its own tag

A code on a flyer or poster opens a landing page with UTM parameters, so analytics shows which print piece sent each visit.

Text and Email Opt-Ins

Consent captured at the scan

A code opens a signup page with a clear consent disclosure, turning a physical touchpoint into a first-party subscriber.

A/B Testing Printed Pieces

Two pages behind one code

A dynamic code lets you send scans to a new landing page variant without reprinting the collateral that carries it.

Packaging and Out-of-Home

Reach where links cannot

A code on a product package, billboard, or event booth reaches people a typed or tapped link never would.

What Is a QR Code for Digital Marketing?

A digital marketing QR code is a printed or on-screen code that sends a scan to a tracked landing page, opt-in form, or offer. Adding UTM parameters to the destination URL tells your analytics tool which campaign, placement, or print run produced each visit.

The FCC’s order DA-25-621, released July 14, 2025, formally removed a consent rule that would have changed how QR-based text opt-ins work.

  • In 2023, the FCC adopted a one-to-one rule: one written consent could authorize only one seller.
  • The Eleventh Circuit vacated that rule in January 2025, before it took effect.
  • The FCC’s July 2025 order removed it from the rules.
  • The underlying TCPA requirement for prior express written consent still applies to automated texts and calls.
  • Any opt-in that covers more than one brand should clearly identify every seller that may contact the consumer; check the details with counsel.
  • UTM-tagged landing pages: One URL per placement, so each print run, store, or event reports separately.
  • SMS and email opt-in forms: A signup page with the consent disclosure visible before the submit button.
  • Test variants: The current winning landing page, swapped from the dashboard as a test progresses.
  • Offer pages: Seasonal or limited offers that change while the printed code stays the same.
  • App downloads: An app store page for campaigns that drive installs.

How to Create a Campaign QR Code in TLinky

Build the tracked URL first, then turn it into a dynamic code so the destination stays editable after printing.

Here is the step by step guide:

  1. Log in to your TLinky account, click Create, then select QR Code.
  2. Name the code and choose a domain (domains apply to dynamic codes and depend on your plan).
  3. Select Link for a landing page, opt-in form, or test variant.
  4. Enter the destination URL with its UTM parameters, tagged according to UTM parameter best practices.
  5. Customize Templates, Colors, and Design to match the campaign, click Generate QR, then Save Changes and download.

Pro Tip: Give each placement its own code and UTM tag, even when they open the same page, so you can compare placements in analytics.

Launch a Trackable Code

Where Campaign QR Codes Earn Their Place

  • Direct mail: A code on a postcard opens a page tagged with the mailing list segment.
  • Event booths: A code opens a signup page that captures leads at the booth.
  • Product packaging: A code opens how-to content or a reorder page after purchase.
  • Billboards and transit ads: A large code opens a short, mobile-first offer page, following the sizing rules for QR codes on billboards.
  • Print ads and catalogs: A code opens the exact product page, tagged with the issue or catalog edition.

Checks Before a Campaign Code Ships

  • Test the full path: Scan the printed proof and confirm the UTM parameters reach your analytics tool.
  • Show consent before collecting it: Put the consent disclosure on the opt-in page, above the submit button, and name the sellers involved.
  • Use a dynamic code for anything printed: Static codes lock the destination, which ends A/B testing and offer changes.
  • Offer a typed option too: Add a short branded link next to the code for people who prefer not to scan.
  • Keep landing pages fast: Most scans come from phones, so build the page for mobile first.

Digital Marketing QR Code Questions

Does the FCC rule change mean text campaigns no longer need consent?

No. The TCPA’s prior express written consent requirement for automated texts and calls still applies. Only the 2023 one-to-one rule, which limited each consent to a single seller, was vacated and removed in the FCC’s July 2025 order.

Can one QR code collect text opt-ins for several brands?

It can, but treat it carefully. With the one-to-one rule gone, the TCPA’s general written consent standard applies, so name every seller clearly and have counsel review the disclosure.

How does QR code tracking compare with a short link?

Both can carry the same UTM parameters, so the analytics data is the same once someone reaches the page. A QR code also reaches people from a physical object, such as a poster or package, where a link cannot be tapped.

Can I run an A/B test with a printed QR code?

Yes, with a dynamic code. The printed code stays the same while you change the landing page behind it from the dashboard. A static code cannot do this because its destination is fixed. The trade-offs are compared in static vs dynamic QR codes.

Is scanning a QR code covered by TCPA rules?

A scan alone does not sign anyone up for anything. Consent rules matter at the next step, when the landing page asks that person to receive automated texts or calls.
